Parliament’s Public Accounts Committee (PAC) has summoned two senior officials to explain GH¢8.2 million in “toilet-for-all” contracts where no work was done.
At a hearing on April 1, 2026, the Local Government Minister, Ahmed Ibrahim, said contractors were paid mobilisation fees but never began construction of 500 toilets in Kumasi and Tamale.
Officials also failed to produce key documents, claiming they had been sent to the National Archives—an explanation the committee rejected.
PAC has now ordered all officials linked to the contracts to appear with documents, as part of a wider probe into billions of cedis in unreconciled government commitments.
The committee subsequently directed its clerk to compile a comprehensive list of all officials and contractors involved for formal summons.
The GH¢8.2 million forms part of a broader GH¢3.1 billion in unreconciled outstanding commitments presented by the ministry.
